The length of the Board ID is being updated based on the BOARD_ID
string. If the PCH_TYPE is empty space/single quotes(''), removing the
empty space/single quotes('') and concatenating the
TARGET_PLATFORM_SHORT and BUILD flag strings.

1. Add GetPackagesPath.py, it will be used to get package pathes from
special directories. A sub directory is a qualified package path
when an EDKII Package can be found under it.
2. Add AppendPackagesPath.bat and AppendPackagesPath.sh, these scripts
call GetPackagesPath.py to collect all package paths under specified
directories and append them to PACKAGES_PATH environment variable.

8b72f720d53e introduced a regression bug that make GenBiosId
failed if -ot is passed to this tool.
This patch is going to fix it.

The env file content can not be retrieved by using the
original method, so we change the way to read the content.
And we change the env file to original format.
This patch is going to fix the issue.

UniTool is one python script to generate UQI (Universal Question
Identifier) unicode string for HII question PROMPT string. UQI
string can be used to identify each HII question.
The scripts function will sync up UQI definitions with uni files
based on vfi/vfr/hfr/sd/sdi in the tree.
This script can be run in both Py2 and Py3.
