Only ASCII and Latin-1 characters can be cast between CHAR8 and CHAR16
transparently, other characters in the UCS-2 set cannot be represented
at all.
So when handling the %s conversion while generating a narrow string,
replace characters outside of the Latin-1 range with a '?' character
instead of producing garbage output, which may truncate the output
string inadvertently if the UCS-2 low byte happens to equal \0.
When the input and output character widths are the same, the encoding
does not matter and the input can simply be copied to the output.

PrintLib does not correctly decode the follow status codes:
1. EFI_IP_ADDRESS_CONFLICT
2. EFI_HTTP_ERROR
3. EFI_WARN_FILE_SYSTEM
4. EFI_WARN_RESET_REQUIRED
These missing status codes have been added.

The mStatusString[] array is constructed as an array of pointer-to-char,
which means that on X64 or AARCH64, it is emitted as a single linear list
of 64-bit quantities, each containing the absolute address of one of the
string literals in memory.
This means that each string takes up 8 bytes of additional space, along
with 2 bytes of relocation data. It also means that extra work needs to
be done at runtime to process these relocations, every time a module is
loaded that incorporates this library.
So fix both issues, by splitting mStatusString into two arrays of char
arrays. The memory footprint decreases from 955 to 843 bytes, and given
that in the latter case, the overhead consists of 278 NUL characters rather
than 390 bytes worth of absolute addresses and relocation records, the size
of a compressed image is reduced even further. For example, when building
ArmVirtQemu.dsc in RELEASE mode for AARCH64 with the GCC5 profile, I get:

So the uncompressed contents of the compressed image are 8 KB smaller,
whereas the resulting flash image (consisting of the compressed image
along with SEC, PEI_CORE and a set of PEIMs that execute in place) is
2 KB smaller.

This is caused by previous patch which tried to fix string over-read,
which breaks UEFI menu rendering: the following

(the spurious digits are SMBIOS data from the home screen)
The problem appears to be that the CHAR16 value of BOXDRAW_HORIZONTAL
equals 0x2500, which means that testing ArgumentString[] != '\0'
(which tests the low byte only) will yield FALSE and terminate the
loop prematurely.

Due to a potential hole in the stop condition of loop, the two continuous
access to ArgumentString (index, index+1) inside the loop might cause the
string ending character ('\0') and the byte after it to be read.

Within function InternalPrintLibSPrintMarker(), possible left shift of a
negative value is found in:
"(*(ArgumentString + 1) << 8)"
which involves undefined behavior.
Since '*(ArgumentString + 1)' is of type CONST CHAR8 (signed), it will be
promoted to type int (signed) during the left shift operation. If
'*(ArgumentString + 1)' is a negative value, the behavior will be
undefined.
According to the C11 spec, Section 6.5.7:
> 4 The result of E1 << E2 is E1 left-shifted E2 bit positions; vacated
> bits are filled with zeros. If E1 has an unsigned type, the value
> of the result is E1 * 2^E2 , reduced modulo one more than the
> maximum value representable in the result type. If E1 has a signed
> type and nonnegative value, and E1 * 2^E2 is representable in the
> result type, then that is the resulting value; otherwise, the
> behavior is undefined.
This commit explicitly cast '*(ArgumentString + 1)' with UINT8 to resolve
this issue.

In function BasePrintLibSPrintMarker(), when processing ASCII format
strings, if the format string walker pointer 'Format' is pointing at the
end of the format string (i.e. '\0'), the following expression:
*(Format + 1)
will read an undefined value.
Though this value won't affect the functionality, since it will be masked
by variable 'FormatMask':
(*(Format + 1) << 8)) & FormatMask
(FormatMask is 0xff for ASCII format string)
This commit adds additional logic to avoid reading undefined content.

Add the following 2 APIs:
UnicodeValueToStringS
AsciiValueToStringS
These safe version APIs are used to enhance their counterpart (APIs
without trailing 'S' in function names).
They perform checks to the input parameters and will return relative
status to reflect the check result.
Return RETURN_INVALID_PARAMETER when:
1). The input Buffer is NULL.
2). The input BufferSize is greater than (PcdMaximumUnicodeStringLength *
sizeof (CHAR16) + 1) for UnicodeValueToStringS or greater than
PcdMaximumAsciiStringLength for AsciiValueToStringS.
3). The input Flags is not set properly.
4). The input Width is not smaller than MAXIMUM_VALUE_CHARACTERS.
Return RETURN_BUFFER_TOO_SMALL when:
1). The input BufferSize cannot hold the converted value.

least 1 Ascii/Unicode character can be held.
3) The input parameter 'FormatString' contains more than
PcdMaximum[Ascii|Unicode]StringLength Ascii/Unicode characters.
4) The produced string contains more than
PcdMaximum[Ascii|Unicode]StringLength Ascii/Unicode characters.
This commits removes the ASSERT case 4) and add the following new ASSERT
case:
4) The input parameter 'BufferSize' is greater than
(PcdMaximumAsciiStringLength * sizeof (CHAR8)) for Ascii format string or
(PcdMaximumUnicodeStringLength * sizeof (CHAR16) + 1) for Unicode format
string.
And for those ASSERT cases, 0 will be returned by those 12 APIs.
For the following 2 APIs in MdePkg/BasePrintLib:
SPrintLength
SPrintLengthAsciiFormat
They will ASSERT when:
1) The input parameter 'FormatString' is NULL.
2) The input parameter 'FormatString' contains more than
PcdMaximum[Ascii|Unicode]StringLength Ascii/Unicode characters.
And for those ASSERT cases, 0 will be returned by those 2 APIs.

VA_LIST between components. The type VA_LIST is mapped onto the compiler specific implementation of varargs. As a result, modules build with different compilers may not use the same VA_LIST structure. The solution to this issue is to define a new type called BASE_LIST that is a compiler independent method of passing varargs between modules.

Add BAS_ARG() macro to Base.h
Add 4 functions to PrintLib.h that use BASE_LIST.
