DynamicTablesPkg/HwInfoParser: Parse ETE information
Extend ArmTraceParser to parse ETE nodes from Device Tree
and:
- create CM_ARM_ET_INFO objects
- populate GicC objects with the corret EtToken.
The new function also checks that FEAT_ETE is supported
on the running CPU. A Warning is emitted if the feature
is not supported.
