DynamicTablesPkg/HwInfoParser: Parse TRBE information
Add an ArmTraceParser helper, parsing the TRBE interrupt
from Device Tree and populating the GicC TrbeInterrupt.
The new function also checks that FEAT_TRBE is supported
on the running CPU. A Warning is emitted if the feature
is not supported.
