DynamicTablesPkg/HwInfoParser: Rework SerialPortParser

The serial port clock frequency is not parsed correctly.
Linux's device tree binding specifies:
- PL011 [1]:
"clocks" property is optional and contains a phandle referencing
a clock node. The clock node must have a "clock-frequency" property.

- SBSA-UART [2]:
There is no clock specifier. Do not support this case until
a device tree with this property is encountered.

- 8250 [3]:
One of "clock", "clock-frequency" properties must be present.
The "clock" property contains a phandle referencing a clock node.

Correct the code to parse the above properties.
