Now that the MCTP over USB driver is in openbmc/linux, enable the kernel
config for the same.
I've tested MCTP over USB on the Nvidia GB200NVL platform.

We've noticed some poor behavior of systemd processes
on the Meta BMCs. We enabled these kernel configurations
to ensure we get memory limits adhered to and can easily
debug things.
Test Plan: Verified that this configuration was picked
up in YV4 and that when this is not specified, none of
these new kernel config options are picked up.

There are some settings that are desired to be set for production-level
systems, but may be less desired in development. Such as settings that
turn hard-errors into soft-errors. Add a distro feature to allow
these settings to be enabled.
Add as a production-level tweak, a config for the kernel default
setting of `hung_task_panic`. This prevents unnecessary panics
due to a busy system, usually due to poor driver implementations.
Enable the production-level tweaks on meta-facebook.
Tested:
```
root@yosemite4:~# cat /proc/sys/kernel/hung_task_panic
0
```

Add include files for NFS distro features, which enables NFS kernel
configuration and utility to mount NFS from BMC.
Tested:
1. Check if CONFIG_NFS_* are enabled
$ zcat /proc/config.gz | grep NFS
2. Mount remote NFS folder
$ mount -t nfs 10.10.130.2:/tftpboot/ISO_file /tmp/mount_nfs

When using a `feature.scc` file it is not necessary to also include
the corresponding `feature.cfg` file in the `SRC_URI` field. Remove
them to clean up.

enabled.

The switch enables AF_MCTP and adds the `mctp` tool and `mctpd` so we
can setup and manage an in-kernel MCTP network.
Enable it for p10bmc and also add CONFIG_TUN so we can use a tun device
to transport packets between the kernel and the astlpc interface
implemented in libmctp.

systemd-bootchart requires CONFIG_SCHEDSTATS=y to operate. Enabling it
adds 4344 bytes to the p10bmc zImage (used as a test platform in this
instance), which is likely tolerable for a default configuration:
```
$ ls -l zImage.*
-rw-r--r--. 1 andrew andrew 4179240 Jun 2 14:28 zImage.no-schedstats

```
