meta-facebook: sanmiguel: support various leak types in assert handler
Enhance `critical-leak-assert-handler` to dynamically handle both
small and large leak events by parsing the incoming sensor name.
- Map SMA 10/20 leak sensors to large leak actions (request host power off
and assert large leak GPIO).
- Map SMA 40/60/70 leak sensors to small leak actions (assert small
leak GPIO).
