meta-facebook: sanmiguel: remove unused CX9 and Clover SMA reset code
A USB bus issue was observed during host power-on when resetting the
Clover SMA.
Resetting the Clover SMA during host power-on is not required, and
NVIDIA has removed the corresponding reset sequence from the host power
control specification.
Remove the unused CX9 SMA and Clover SMA reset GPIO toggling from the
host_power_on sequence in power-cmd to prevent USB bus issues.
