meta-facebook: sanmiguel: Add an IOEXP driver binding check mechanism
Add an IOEXP driver binding check mechanism to HPM0/1 (Bus70/71)
to prevent the driver from failing to hang up properly due to abnormal conditions;
this check is performed up to three times.
