meta-facebook: sanmiguel: add MPS HSC configuration
Add MPS HSC configuration and enhance HSC error handling in
platform-early-sys-init during early system init:
- Add config_mps_hsc() to configure the IIN_TUNE (0x38) register on
MPS HSCs via i2ctransfer.
- Refactor config_ti_hsc() and config_mps_hsc() to loop through HSCs,
track i2cset / i2ctransfer command failures, and return non-zero if
any command fails.
- Add retry logic (up to 3 attempts) in config_hsc() before reporting
failure.
