meta-facebook: sanmiguel: use AssignBridgeStatic for EID assignment
The `AssignEndpointStatic` method does not support EID allocation for
bridged endpoints.
Switch to `AssignBridgeStatic` to allow the MCU to allocate EID bridge
pool for downstream devices.
This change depends on the following patch:
