meta-facebook: sanmiguel: disable IPMI watchdog at POST end and host off
In some cases, the IPMI watchdog remains enabled in the host OS, which
can lead to unexpected power cycles when the watchdog expires. This
occurs when the BIOSFRB2 watchdog is not properly disabled.
Add a workaround to explicitly disable the IPMI watchdog at POST end
and run-power-good deassert. This prevents host unexpected resets and
false event logging.
