meta-facebook: add HMC datetime sync service
Add a systemd service to synchronize the HMC datetime via
Redfish interface for the systems with fb-compute-nvidia machine.
The service ensures the HMC system time is aligned with the BMC time
during boot and runtime to maintain consistent timestamp behavior across
components.
