meta-facebook: sanmiguel: phosphor-gpio-monitor: add HMC ready monitor
Remove `HMC_READY-I` wait from platform-sys-init and monitor it via
phosphor-gpio-monitor to trigger FRU EEPROM bind and rescan when
the HMC becomes ready.
The HMC and HPM FRU EEPROMs are virtual EEPROMs created by the HMC.
These EEPROM devices are only available after the HMC is ready.
Monitoring the `HMC_READY-I` signal allows the system to bind and
rescan the FRU EEPROMs once the HMC is ready.
