meta-facebook: yosemite5: revise mctp setup
Yv5 moves to MCTPI2CTarget to let mctpreactor auto-assign EIDs for
MCTP devices [1].
Revise the MCTP setup flow to handle EID setup/remove on events such as
Power Good or POST complete, to handle cases like CXL power loss when
Power Good drops.
