meta-facebook: yosemite5: disable ONLY_RUN_APR_ON_POWER_LOSS
When ONLY_RUN_APR_ON_POWER_LOSS is enabled, an AC loss check is
performed before running the power restore policy.
The AC loss check depends on a generated file indicating that an
AC loss occurred. This file is only created when the pgood state
service is available.
YV5 does not provide the pgood state service, causing the AC loss
check to always return false. As a result, power restore policies
such as AlwaysOff and Restore are skipped.
Disable ONLY_RUN_APR_ON_POWER_LOSS to skip the AC loss check and allow
power restore policies to execute normally.
