meta-facebook: clemente: only start cx-ready and pldmd on setup_eid success
Add setup_eid() return code checks and only start cx-ready and
pldmd after EID assignment succeeds on all required MCTP
interfaces.
This prevents PLDM services from starting with incomplete MCTP
configuration and avoids unexpected PLDM behavior caused by
missing endpoint assignments.
