meta-nvidia: nvl32-obmc: add mctpd config file
On nvl32 the MCTP endpoints sit behind USB-attached bridges, and mctpd only enumerates bridged endpoints when endpoint polling is enabled [1]. The upstream default of endpoint_poll_ms is 0, which disables polling, so without this file those endpoints are never discovered. Set endpoint_poll_ms to 2500, which is 0.5 * T_RECLAIM for the USB binding (T_RECLAIM is 5 seconds) and the lower bound of the valid range. Tested: Built an image for nvl32-obmc and confirmed that mctpd enumerates all bridged endpoints.
