meta-facebook: yosemite4: Allow two slots do chassis-powercycle simultaneous
yosemite4 was facing some performance issue so we add lock to prevent
multiple simultaneous chassis cycles.
However, that makes it quite time-consuming when we cycling all slot at
the same time.
Change to allow two slot do chassis-powercycle simultaneous to decrease
time amount of cycling all slot.
