and fix all in-tree references.
Architecture-specific documentation is being moved into Documentation/arch/
as a way of cleaning up the top-level documentation directory and making
the docs hierarchy more closely match the source hierarchy.

Sphinx reported duplicate label warning:

The warning is caused by elf_hwcaps_index label name is already used for
arm64 documentation, whileas powerpc use the same name.
Disambiguate the label name for powerpc.
