ARM: riscpc: drop support for IOMD_IRQREQC/IOMD_IRQREQD IRQ groups
IOMD_IRQREQC nor IOMD_IRQREQD are ever defined, so any conditionally
compiled code that depends on them is dead code, and can be removed.
