wifi: ath12k: add MLO header in peer association
Add tags with length 0 for MLO header and partner links which
are required by the firmware for a successful association.
Tested-on: QCN9274 hw2.0 PCI WLAN.WBE.1.0.1-00029-QCAHKSWPL_SILICONZ-1
