[why]
Move all optc files to unique
folder optc.
[how]
creating optc repo in dc, and moved the dcnxx_optc.c and .h files into
corresponding new folders inside the optc and cleared the linkage
errors by adding relative paths in the Makefile.template.

Change DC to use optc32, which uses REG_UPDATE instead of REG_SET.
REG_SET clears OTG_H_TIMING_DIV_MODE_MANUAL which must be set to 1 in
some specific HDMI configurations.

At some point, we decided to blank HUBP during pixel data blank, and to
handle that, we added some OPTC lock checks. Later, we realized that
this change caused multiple regression, and we removed it. Nevertheless,
we still have some leftovers that might affect some ASIC behavior, and
this commit drops those changes to keep the code consistent.

We got a report from Stephen/Michael that the PowerPC build was failing
with the following error:
ld: drivers/gpu/drm/amd/display/dc/dml/display_mode_lib.o uses hard float, drivers/gpu/drm/amd/display/dc/dcn30/dcn30_optc.o uses soft float
ld: failed to merge target specific data of file drivers/gpu/drm/amd/display/dc/dcn30/dcn30_optc.o
This error happened because of the function optc3_set_vrr_m_const. This
function expects a double as a parameter in a code that is not allowed
to have FPU operations. After further investigation, it became clear
that optc3_set_vrr_m_const was never invoked, so we can safely drop this
function and fix the ld issue.

[WHY]
Memory clock switching has great potential for power savings.
[HOW]
The driver code was modified to notify the DMCUB firmware that it should
stretch the vertical blank of frames when a memory clock switch is about
to start so that no blackouts happen on the screen due to unavailability
of the frame buffer.
The driver logic to determine when such firmware assisted strategy can
be initiated is also implemented and consists on checking prerequisites
of the feature.

[WHY]
After unloading driver, driver would not disable DSC function.
At next loading driver, driver would power all DSC engines off.
When driver powered the active DSC off, the screen would be gray
until reprograming DSC relatived register correcntly.
[HOW]
1. Remove DSC Power down code into init_pipes()
2. Depend on the OTG mapping information and DSC status to skip
power off for the working DSC.

Why:
Screen sometimes would have artifacts or blink once at the time when bpp

since other updates for bpp change are double-buffered.
2. Changed double-buffering enablement programming for DCN30 as advised by
