ARM: shmobile: Enable PHY_RCAR_GEN3_USB2 in shmobile_defconfig
Enable PHY_RCAR_GEN3_USB2 in shmobile_defconfig so that boards
based on RZ/G1C SoC design can use the corresponding driver.
