drm/amd/display: Revert "DCN2.x Do not program DPPCLK if same value"
[WHY]
Not programming dto with same values causes test failures in DCN2 diags
DPP tests.
[HOW]
This reverts commit 1b53e733238c0f7faa4744ec7c8c6f193649f168.
