drm/amd/display: Add HDMI capacity computations using fixed31_32
[Why]
Certain HDMI modes failed at dml cap check for uncompressed video but
they can still be supported for compressed video.
[How]
Add HDMI capacity computations using fixed31_32 in dc side.
