fortify: Allow KUnit test to build without FORTIFY
In order for CI systems to notice all the skipped tests related to
CONFIG_FORTIFY_SOURCE, allow the FORTIFY_SOURCE KUnit tests to build
with or without CONFIG_FORTIFY_SOURCE.
