net: liquidio: convert to use ndo_hwtstamp callbacks
The driver implemented SIOCSHWTSTAMP ioctl command only, but there is a
way to get configured status. Implement both ndo_hwtstamp_set and
ndo_hwtstamp_get callbacks.
