tools/power/turbostat: Remove PC7/PC9 support on ADL/RPL
Compared with other platforms that share cnl_features, ADL/RPL don't
have PC7/PC9.
Clone a new platform feature set from cnl_features for ADL/RPL, with
PC7/PC9 removed.
