iommufd: Add IOMMU_IOAS_MAP_FILE
Define the IOMMU_IOAS_MAP_FILE ioctl interface, which allows a user to
register memory by passing a memfd plus offset and length. Implement it
using the memfd_pin_folios() kAPI.
