tools: ynl: support INSTALL_PATH in the tests Makefile
We have modelled the YNL tests after ksft to be able to reuse
the NIPA wrappers. Make sure YNL honors INSTALL_PATH not just
DESTDIR, ksft uses INSTALL_PATH.
