drm/amdkfd: Implement CU Masking for GFX 12.1
Add CU masking implementation for GFX 12.1. Add a local
implementation for GFX 12.1 instead of using the generic
function defined in kfd_mqd_manager.c because of some
quirks in the way CU mask is handled on GFX 12.1.
