udp: Remove UDP-Lite SNMP stats.
Since UDP and UDP-Lite shared most of the code, we have had
to check the protocol every time we increment SNMP stats.
Now that the UDP-Lite paths are dead, let's remove UDP-Lite
SNMP stats.
