wifi: ath12k: Remove the unused ring inits in wcn
Remove the initialization for the following rings in wcn as these rings
are not used for wcn chips.
HAL_RXDMA_MONITOR_BUF
HAL_PPE2TCL
HAL_PPE_RELEASE
HAL_TX_MONITOR_BUF
HAL_RXDMA_MONITOR_DST
HAL_TX_MONITOR_DST
