drm/msm/dpu: drop ubwc_dec_version
Stop using ubwc_dec_version (the version of the UBWC block in the
display subsystem) for detecting the enablement of the UBWC. Use only
ubwc_enc_version, the version of the UBWC which we are setting up for.
