irqchip/aspeed-intc: Add AST27XX INTC support
Support Aspeed Interrupt Controller on Aspeed Silicon SoCs.
ASPEED interrupt controller(INTC) maps the internal interrupt
sources to a parent interrupt controller, which can be GIC or INTC.
