i3c: mipi-i3c-hci: Switch to lower_32_bits()/upper_32_bits() helpers
Rather than having own lo32()/hi32() helpers for dealing with 32-bit and
64-bit build targets switch to generic lower_32_bits()/upper_32_bits()
helpers.
