docs/zh_CN: Add wd719x.rst translation
Translate .../scsi/wd719x.rst into Chinese.
Add wd719x into .../scsi/index.rst.
Update the translation through commit 40ee63091a40
("scsi: docs: convert wd719x.txt to ReST")
