This reverts commit ba6a8eb045aededbc1472cce7314ab1911f0ea1c.
PR https://github.com/tianocore/edk2/pull/11307 introduced a
logic change that caused regressions in FV verification on
some platforms. This PR is being reverted to restore the prior
logic.
The Code QL fixes in https://github.com/tianocore/edk2/pull/11307
can be resubmitted without the logic change along with one
commit for each type of Code QL issue being addressed.

In V3: Cleaned up comments, debug prints and updated patch to use the
new debug ENUM definitions.
- Replaced EFI_D_INFO with DEBUG_INFO.
- Replaced EFI_D_VERBOSE with DEBUG_VERBOSE.
In V2: Add case to RegisterHashInterfaceLib logic
RegisterHashInterfaceLib needs to correctly handle registering the HashLib
instance supported algorithm bitmap when PcdTpm2HashMask is set to zero.
The current implementation of SyncPcrAllocationsAndPcrMask() triggers
PCR bank reallocation only based on the intersection between
TpmActivePcrBanks and PcdTpm2HashMask.
When the software HashLibBaseCryptoRouter solution is used, no PCR bank
reallocation is occurring based on the supported hashing algorithms
registered by the HashLib instances.
Need to have an additional check for the intersection between the
TpmActivePcrBanks and the PcdTcg2HashAlgorithmBitmap populated by the
HashLib instances present on the platform's BIOS.

This reverts commit 542d04e2a4fec0df0340d2ad7b59f011f20d03cc.
The reason is that said commit indirectly depends on commit 49c1e683c452
("MdePkg/Protocol/Hash: introduce GUID for SM3", 2019-07-03), and the
latter commit is going to be reverted, due to its review process not
having followed established edk2 norms.

Removing rules for Ipf sources file:
* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.

Commit 4cc2b63bd829426b05bad0d8952f1855a10d6ed7 fixed an out of bounds
ZeroMem() call. However, as Laszlo Ersek pointed out, the intent was
to clear all but the Identifier (to revert the effect of
RegisterHashInterfaceLib()). For that, it should clear the
SupportedHashMask too.

The ZeroMem() call goes beyond the HashInterfaceHob structure, causing
HOB list corruption. Instead, just clear the HashInterface fields, as
I suppose was originally intended.

Currently, when software HashLib (HashLibBaseCryptoRouter) and related
HashInstanceLib instances are used, PcdTcg2HashAlgorithmBitmap is
expected to be configured to 0 in platform dsc.
But PcdTcg2HashAlgorithmBitmap has default value 0xFFFFFFFF in
SecurityPkg.dec, and some platforms forget to configure it to 0 or
still configure it to 0xFFFFFFFF in platform dsc, that will make final
PcdTcg2HashAlgorithmBitmap value incorrect.
This patch is to add CONSTRUCTOR in HashLib (HashLibBaseCryptoRouter)
and PcdTcg2HashAlgorithmBitmap will be set to 0 in the CONSTRUCTOR.
Current HASH_LIB_PEI_ROUTER_GUID HOB created in
HashLibBaseCryptoRouterPei is shared between modules that link
HashLibBaseCryptoRouterPei.
To avoid mutual interference, separated HASH_LIB_PEI_ROUTER_GUID HOBs
with gEfiCallerIdGuid Identifier will be created for those modules.
This patch is also to add check in HashLib (HashLibBaseCryptoRouter)
for the mismatch of supported HashMask between modules that may link
different HashInstanceLib instances, warning will be reported if
mismatch is found.

PcdSet## has no error status returned, then the caller has no idea about whether the set operation is successful or not.
PcdSet##S were added to return error status and PcdSet## APIs were put in ifndef DISABLE_NEW_DEPRECATED_INTERFACES condition.
To adopt PcdSet##S and further code development with DISABLE_NEW_DEPRECATED_INTERFACES defined, we need to Replace PcdSet## usage with PcdSet##S.
Normally, DynamicDefault PCD set is expected to be success, but DynamicHii PCD set failure is a legal case.
PcdTpmInitializationPolicy/PcdTcg2HashAlgorithmBitmap/PcdTpm2HashMask/PcdTpmInstanceGuid all have set operation in PEI phase,
PEI phase does not allow DynamicHii PCD set, so DynamicDefault is expected for them and use PcdSet##S to instead of PcdSet## and assert when set failure.

3) Update Tpm2 library to use TCG2 protocol instead of TrEE protocol.
Test Win8/Win10 with SecureBoot enabled, PCR7 shows bound.

2. Add MODULE_UNI_FILE file that contains the localized Abstract and Description of a module.
a. Addresses an information gap between INF files and the UEFI Distribution Packaging Specification XML schema
b. There will be an associated update to UPT in BaseTools to consume MODULE_UNI_FILE and associated UNI file during UDP creation that performs the INF -> XML conversion.
c. There will be an associated update to UPT in BaseTools to produce MODULE_UNI_FILE and associated UNI file during UDP installation that performs the XML -> INF conversion.
3. Add Module Extra UNI file that provides the localized Name of a module.
a. [UserExtensions.TianoCore."ExtraFiles"] provides an easy method for a module to specify extra files not listed in [Sources] or [Binaries] sections to be added to a UDP without having to list the files in the UPT package information data file.
b. There will be an associated update to UPT in BaseTools to package up files listed in [UserExtensions.TianoCore."ExtraFiles"] during UDP creation.
c. UNI file contains localized name of a module to go along with the localized Abstract and Description from the MODULE_UNI_FILE.

1. Usage information in INF file comment blocks are either incomplete or incorrect.
This includes usage information for Protocols/PPIs/GUIDs/PCDs/HOBs/Events/BootModes.
The syntax for usage information in comment blocks is defined in the EDK II Module Information (INF) Specification
