Makes changes to comply with CodeQL comparison-with-wider-type alerts.
Some of these have safe patterns even with wider type comparisons,
so an explicit cast is used to make the intention clear and
silence the failure.

The current implementation fails to set authenticated variables when the
signature list is empty. This can legitimately occur for dbx when no
signatures are revoked after a certificate rotation.
Update the logic to explicitly handle empty signature lists, avoiding an
implicit dependency on the variable being absent from variable storage.

Replace traditional `#ifndef`/`#define`/`#endif` include guards with
`#pragma` once.
`#pragma once` is a widely supported preprocessor directive that
prevents header files from being included multiple times. It is
supported by all toolchains used to build edk2: GCC, Clang/LLVM, and
MSVC.
Compared to macro-based include guards, `#pragma once`:
- Eliminates the risk of macro name collisions or copy/paste errors
where two headers inadvertently use the same guard macro.
- Eliminate inconsistency in the way include guard macros are named
(e.g., some files use `__FILE_H__`, others use `FILE_H_`, etc.).
- Reduces boilerplate (three lines replaced by one).
- Avoids polluting the macro namespace with guard symbols.
- Can improve build times as the preprocessor can skip re-opening the
file entirely, rather than re-reading it to find the matching
`#endif` ("multiple-include optimization").
- Note that some compilers may already optimize traditional include
guards, by recognzining the idiomatic pattern.
This change is made acknowledging that overall portability of the
code will technically be reduced, as `#pragma once` is not part of the
C/C++ standards.
However, this is considered acceptable given:
1. edk2 already defines a subset of supported compilers in
BaseTools/Conf/tools_def.template, all of which have supported
`#pragma once` for over two decades.
2. There have been concerns raised to the project about inconsistent
include guard naming and potential macro collisions.
Approximate compiler support dates:
- MSVC: Supported since Visual C++ 4.2 (1996)
- GCC: Supported since 3.4 (2004)

- Clang (LLVM based): Since initial release in 2007

This reverts commit ba6a8eb045aededbc1472cce7314ab1911f0ea1c.
PR https://github.com/tianocore/edk2/pull/11307 introduced a
logic change that caused regressions in FV verification on
some platforms. This PR is being reverted to restore the prior
logic.
The Code QL fixes in https://github.com/tianocore/edk2/pull/11307
can be resubmitted without the logic change along with one
commit for each type of Code QL issue being addressed.

__FUNCTION__ is a pre-standard extension that gcc and Visual C++ among
others support, while __func__ was standardized in C99.
Since it's more standard, replace __FUNCTION__ with __func__ throughout
SecurityPkg.

Per UEFI spec, enrolling a new PK in setup mode should not require a
self-signature. Introduce a feature PCD called PcdRequireSelfSignedPk
to control this requirement. Default to TRUE in order to preserve the

Based on whether the DER-encoded ContentInfo structure is present in
authenticated SetVariable payload or not, the SHA-256 OID can be
located at different places.
UEFI specification explicitly states the driver shall support both
cases, but the old code assumed ContentInfo was not present and
incorrectly rejected authenticated variable updates when it were
present.

Fix it by changing the type of "CertCommonName" to array-of-CHAR8.
Locations where "CertCommonName" is used in the
CalculatePrivAuthVarSignChainSHA256Digest() function:
- it is taken the size of -- not impacted by this patch;
- passed to X509GetCommonName() as an argument -- the patch fixes the
build error;
- passed to Sha256Update() as argument for "IN CONST VOID *Data" -- not
impacted by the patch;
- passed to AsciiStrLen() as argument -- drop the now-superfluous explicit
cast.
Since we are touching the Sha256Update() function call, fix the coding
style too:
- the line is overlong, so break each argument to its own line;
- insert a space between "AsciiStrLen" and the opening paren "(".

ECR1707 for UEFI2.7 clarified certificate management rule for private time-based
AuthVariable.Trusted cert rule changed from whole signer's certificate stack to
top-level issuer cert tbscertificate + SignerCert CN for better management compatibility.
Hash is used to reduce storage overhead.

2 steps are used to create/delete a time based variable.
For create
step 1: Insert Signer Cert to CertDB.
Step 2: Insert Payload to Variable.
For delete
step 1: Delete Variable.
Step 2: Delete Cert from CertDB.
System may breaks between step 1 & step 2, so CertDB may contains useless
Cert in the next reboot. AuthVariableLib choose to sync consistent state
between CertDB & Time Auth Variable on initialization. However, it doesn't
apply Time Auth attribute check. Now add it.

AuthVariableLib
Physical Presence state reporting is constrained by physical presence caching in variable driver. For example, reporting must be prior to Physical Presence caching. Physical Presence state becomes constant rather than instant after caching. Therefore, PlatformSecureLib is responsible for reporting Physical Presence state in expected way.

AuthVariableLib is updated to cache the UserPhysicalPresent state to global variable. This avoids calling PlatformSecureLib during runtime and makes PhysicalPresent state consistent during one boot.

PK inconsistency issue
Revert previous fix in AuthVariable driver init which breaks SecureBootEnable original behavior. Add more error handling logic in SecureBootConfigDxe to prevent wrong display info when SecureBootEnable & PK inconsistency happens.

System may break during time based AuthVariable update, causing certdb inconsistent. 2 ways are used to ensure update atomic.
1. Delete cert in certdb after variable is deleted
2. Clean up certdb on variable initialization

What to do:
1. Implement AuthVariableLib library instance.
2. Temporarily add VARIABLE_ENTRY_CONSISTENCY and
variable attribute combinations definitions to
AuthenticatedVariableFormat.h for git bisect.
Why to do:
1. Share code.
Separate auth variable service from Auth Variable driver in
SecurityPkg to AuthVariableLib. Then the AuthVariableLib could benefit
and be used by different implementation of Auth Variable drivers.
