This reverts commit 57230fff6b39a665485be1bd43ec608d412ba6fb.
RealTimeClockLib is not a generic library class that is intended to be
used widely to get access to the RTC when the associated runtime
services are not available in the calling context.
The purpose of RealTimeClockLib is to abstract the underlying hardware
access from the generic RealTimeClockRuntimeDxe driver, which backs the
runtime services.
This means it does not belong in a different package; it belongs in the
same package as the driver.

RealTimeClockLib is an architectural implementation that is not
restricted to the embedded segment or any platform in particular.
So the header has been moved to MdeModulePkg.
And the package has been added to the relevant INF files.

The EfiGetVariable() is used in the entry of this module. So, the
variable services are required to be ready before they are used. This
patch adds the arch protocol gEfiVariableArchProtocolGuid to dependency
expression to guarantee that this module will be started once the
variable protocol is available.

RealTimeClockRuntimeDxe defers the hardware/platform specific handling
of reading/setting the hardware clock to RealTimeClockLib, but for
unknown reasons, it also defers common functionality such as input
validation and recording the timezone and DST settings (which are
informational only and not managed by hardware)
This has led to a lot of duplication in implementations of RealTimeClockLib
as well as TimeBaseLib, to the point where each library implementation
has its own set of UEFI variables to record the timezone and DST settings.
This makes little sense, and so let's update RealTimeClockRuntimeDxe now
to allow future implementations to rely on the core driver to take care of
these things.
Note that reading the timezone and DST settings occurs before calling into
the library, so we can phase out this behavior gradually from library
implementations in EDK2, edk2-platforms or out of tree.

changed from DXE_DRIVER to DXE_RUNTIME_DRIVER.

ArmPkg - Supoprt for ARM specific things that can change as the architecture changes. Plus semihosting JTAG drivers.
EmbeddedPkg - Generic support for an embeddded platform. Including a light weight command line shell.
BeagleBoardPkg - Platform specifics for BeagleBoard. SD Card works, but USB has issues. Looks like a bug in the open source USB stack (Our internal stack works fine).
