NetworkPkg/Ip4Dxe: validate IP4 config NVRAM record bounds
Check that DataRecordCount fits in the variable and that each record's
payload lies after the DataRecord array and inside the variable before
use. Reject records for volatile data types, and fixed-size records
with an unexpected DataSize, since Ip4Config2WriteConfigData() never
writes either. Apply records only after the whole blob validates so a
later failure cannot persist a partial config.
