DynamicTablesPkg: Add SSDT generator for SMC91X devices
Generate an SSDT describing a single SMC91X network device using the
architecture-common Configuration Manager object. Create NET0 under
\_SB with HID LNRO0003, UID 0 and the platform-provided interrupt.
Describe writable register ranges with Memory32Fixed when they fit its
32-bit fields and QWordMemory for larger ranges. Reject empty or
overflowing ranges and unsupported interrupt flags before creating AML.
Register the generator with the Dynamic Tables framework and release
allocated AML nodes on failure.
