MdePkg/PeiHobLib: Reject oversized GUID HOB payloads
Enforce the maximum aligned GUID HOB payload at runtime before adding
the header size and narrowing the allocation length to UINT16. The
existing assertion alone does not protect builds with assertions disabled.
Return NULL for oversized requests and document the failure result for
BuildGuidHob() and BuildGuidDataHob(). Retain the debug assertion.
