UnitTestFrameworkPkg: Remove ARM32 Support
edk2 is dropping support for the ARM32 architecture. This
commit removes ARM32 code from UnitTestFrameworkPkg. It also
drops irrelevant VALID_ARCHITECTURES comments from infs that
are not arch specific.
