The bootloader might have used the 'hlt' instruction to stop the APs,
before jumping to UefiPayload, where after they don't respond to
SIPI any more.
With PcdFirstTimeWakeUpAPsBySipi defaulting to TRUE, the first WakeUpAP
call will not see any APs and only init memory for the BSP, while
subsequent WakeUpAP will use the INIT-SIPI-SIPI sequence where the APs are
in an undefined state, causing undefined system behaviour.
Disable PcdFirstTimeWakeUpAPsBySipi to use INIT-SIPI-SIPI sequence to
wakeup APs.
TEST=Can boot UefiPayload with coreboot as bootloader, without seeing
random crashes.
