ArmPkg/Library: retry when FwuCommit() returns FWU_RESUME
When FwuCommit() returns EFI_TIMEOUT (FWU_RESUME) it should call
FwuCommit() again according to PSA-FWU specification [0].
Therefore, call FwuCommit() again when it returns EFI_TIMEOUT.
