ArmPkg/ArmPsciMpServices: Initialize HCR_EL2 on secondary CPU
Initialize HCR_EL2 on each AP before MMU and cache setup so secondary
CPUs inherit the BSP's virtualization and execution-control state. AP
HCR_EL2 state is not guaranteed to match the BSP when PSCI releases a CPU.
Read and cache HCR_EL2 only when the BSP runs at EL2, then restore the
cached value on AP entry.
Without this initialization, QEMU runs showed APs failing during early
startup, becoming stuck at exception vector 0x200, and causing
StartupAllAPs to time out.
