UefiPayloadPkg: Fix integration DebugAgent with SMM modules
The modules with type DXE_SMM_DRIVER some depend on DebugAgentLib to
work. However the DebugAgentLib is missing for those module types which
made build to fail. The issue has been observed when both SMM_SUPPORT and
SOURCE_DEBUG_ENABLE are enabled.
This change resolves DebugAgentLib library instance for modules with
type DXE_SMM_DRIVER. The DXE_SMM_DRIVER will use SmmDebugAgentLib.inf.
