UefiCpuPkg/PiSmmCpuDxeSmm: Remove unused EXCEPTION_VECTOR_NUMBER
After the previous commit, SmmRestoreCpu() no longer uses
EXCEPTION_VECTOR_NUMBER. Its only other user is the
mExternalVectorTable global, which is never referenced.
Remove both.
